I think this is a false dilemma. There is more choice than just "no
document" or "a document prohibiting keytag conflicts".
From the beginning, I verbally support creation of a document, that
would give proper guidance. And yes, the guidance on resolvers' workload
limits will probably contain many things, with one marginal being keytag
conflicts. But it still can be a limit other than prohibiting keytag
conflicts whatsoever.
