The use of base64 in DKIM was a conscious, self-imposed choice to declutter 
presentation
and ensure parsing was readily accessible to simple, text-centric languages - 
even tho it
was at the expense of bumping up against UDP limits.

The original thought was that type-specific RRs would come along eventually 
that would use
binary representations such as with SPF (Type99).

Base64 was not chosen due to any underlying limitation of TXT - real or 
imagined.
