Sorry, I don't see how that's relevant.

We heard about Keytrap last year, and caches now limit tag collisions to a
small number. The problem is solved. There is nothing more to do.

This proposal is roughly analogous to RFC 3865, the "don't send me spam" SMTP
option. Someone will do it anyway regardless of what the spec says, so the
defenses, which are already in place, can never go away.
