Thank you for responding. I'm confused because I sees these statements as conflicting: (1) this isn't how protocols work, and (2) this is at least 10 years too soon. If (1) is true, I do not understand how (2) can be true.

What am I missing? Too soon to expect TCP to be available everywhere, or too soon to expect protocol definers to be able to control the transport used, or something else?

This is not how protocols using DNS work. You can’t say “new” protocols must use only a specific flavour of DNS transport as it’s mostly not up to the new protocol or application how DNS is resolved.

This is at least 10 years too soon.
