Are there differences between failure reports in RFC7489 and DMARCbis? If so, what are they? I don't see a section on that in draft-ietf-dmarc-failure- reporting-24.txt.

All changes w.r.t RFC7489 are collected in Appendix C or the main document.

For failure reports in particular, the ability to specify a maximum report size in the DMARC URI has been removed; the rf tag specifying requested format of failure reports in the DMARC record has been removed.

In addition, for multiple report destinations, the failure document says:

When multiple URIs are provided to receive failure reports, the report
generator MUST make an attempt to deliver to each of them.

This differs from Appendix C.7 in the main document, which will have to be
amended.

I also noticed that the failure reporting draft has a statusĀ of EDIT*A*R, while the documents in the cluster <https://www.rfc-editor.org/cluster_info.php? cid=C539> have a status of EDIT*R. What does that mean in this content?

Those flags are explained here: https://www.rfc-editor.org/about/queue/

Best
