I fixed the Unicode on one upload.  In the git/markdown, it's fine. Using mmark 
is causing some extraneous XML it seems.  Then when I xml2rfc, it just makes it 
worse.  Once the content is otherwise resolved, I'll do my best to get that 
sorted in the final version.
