Was reminded of this when noticing that the latest pushes to #35515 use
`isort`, which I would be inclined to declare as an optional dependency.
I saw the pyproject.toml migration landed. Nick, are you hoping to start a
new pyproject.toml version of this, or should we invite others to work on
it?
