Given recent efforts to prioritize the Django Forum as the main
communication channel for development, I think it would be a good idea to
update the docs to either replace the references to `django-developers`
mailing list with Forum URL, or at least point to both places.

 At the very list, the
 [https://docs.djangoproject.com/en/dev/internals/contributing/bugs-and-
features/#requesting-features Reporting bugs and requesting features]
should point to the forum for when requesting a new feature: I'm pointing
ticket reporters to this doc page and then saying "please raise this
feature request in the forum" and those are, somewhat, contradictory.
