I have seen this kind of thing many times and in most case it's nothing illegal about it at all. In this case I don't really see why anyone would like to download it from their site. Why would you want to use a downloader? That way you need Windows to download it. If you download OpenOffice.org from http://www.openoffice.org/ instead, you need no downloader and you don't need Winwows.
