Not entirely sure what it is, it looks to be a kernel event system,
where you will send out the spa_history events, but there are currently
no consumers of these events. But eventually, userland processes could
listen in.
Close? If so, it is pretty much how Apple did all their communication
between kernel and userland, so I guess we could do something similar.
