I have issues in the indexes/glossary/bib generation for the user.pdf where the hyperref links for things like the 'waf' reference [1] seems to get confused. I am not sure if this is a hyperref and xinidy issue [2], a sphinx issue [3], something we are doing in our configuration, or related to me using the latest release of sphinx. This is not about restricting access to only non-unicode language, we want to find the simplest fix we can. The base need for a release is being able to build on sync.rtems.org as this is the place the releases are created.
