KDE still cannot load this. We still get blank grey backgrounds. In the journal, I see: Jul 23 13:44:07 fedora plasma-login-wallpaper[2636]: The PlasmaWindowManagement protocol hasn't activated in time. The client possibly got denied by kwin? Check kwin output. Jul 23 13:44:07 fedora plasma-login-wallpaper[2636]: Unexpected event 1 instead of JXL_DEC_FULL_IMAGE Jul 23 13:44:07 fedora plasma-login-wallpaper[2636]: Unexpected event 1 instead of JXL_DEC_FULL_IMAGE Those "Unexpected event 1 instead of JXL_DEC_FULL_IMAGE" messages seem to show up multiple times, every time anything (plasma-login-manager or the desktop) attempts to load the wallpaper.
