I can't think of better terms either.
Perhaps clarify what's put in dead.package and the commit log? Right
now it says "Orphaned for 6+ weeks" which doesn't say explicitly what
the current status is. E.g. change that to "Retired (was orphaned for
6+ weeks)" when packages are retired in the future.
