Why is the overlay filesystem needed? We already install to a DESTDIR. The
whole contents of the DESTDIR should be packaged. In fact, RPM already fails
the build both if a listed file is missing and if an unlisted file is
present.
The main issue is subpackages. You still need file lists to decide what
files to put in what subpackages.
