This capability was VERY useful when migrating an ancient Cyrus
installation to a modern Cyrus.  (IIRC I had to do some relatively
trivial munging with perl/sed to make it work, though.)

JSON sounds like a swell idea.

Keeping the code to import the old format for a while would be
appreciated.  The code to generate the old format can be removed, I
think (if it makes sense, I haven't looked at the code.)
