@cgerum thanks for detailed analysis! Im wondering whether should we provide an optional partitioning hook as well -- so then it can be anything and let the default be a Sequential of MergeComposite, AnnotateTarget, MergeCompilerRegions, ParititionGraph. WDYT ?
