Subversion does let you do that. The ASF infra team doesn't as a) it leads to very hard to maintain authorization file and b) the social control of "Technically you can commit anywhere but please only commit in this sub-tree" has been shown to work very well. So well in fact that some ASF TLPs technically allow commits by any committer.
