No, an ICLA is only required for committers. The ALv2 provides all the
legal cover required for contributions via mailing lists, Bugzilla,
carrier pigeon, etc.

Some TLPs like to have the additional cover of an ICLA for "significant"
contributions although strictly it is not necessary. (Arguably anyone
making a significant contribution to a project should probably be a
committer anyway but that is a different issue.)
