Bill is listed in the emeritus committers section on [1] and I've confirmed from the archives that Bill has had commit access to mod_jk previously [2]. Therefore, this falls under the category of an emeritus committer (not sure how he ended up in that state - maybe the TLP migration?). No-one has objected since he asked and since "merit never expires" I don't believe a vote is required to restore his access. I have therefore (re-)granted Bill commit karma to the Tomcat tree. Technically this is a PMC chair task but I have the karma to do it and I assume Mladen isn't going to object.
