The line in catalina.bat is:
if exist "%CATALINA_BASE%\bin\setenv.bat" call "%CATALINA_BASE%\bin\setenv.bat"
If the file doesn't exist, and it doesn't by default (this is intentional),
then it won't get called.
You have something else wrong with your installation or you have been editing
the batch files.
The users list id the correct place to seek help with this issue.
