In .\bin\catalina, there is a reference to .\bin\setenv.bat. I am unable to
successfully run .\bin\startup.bat because of this missing file. I confirmed
that it is missing from the .ZIP file that I downloaded from
http://apache.mirror99.com/tomcat/tomcat-6/v6.0.16/bin/apache-tomcat-6.0.16.zip
