Tomcat11w.exe of the Windows version of Tomcat 11.0.15 requires
vcruntime140.dll and will not start.
As a test, we replaced only Tomcat11w.exe with 11.0.14 and it worked normally.
However, installing the latest vcruntime did not change the issue.
Please check Tomcat11w.exe for 11.0.15.
