As I stated in comment 4, my interpretation is the spec does not state that the reason phrase is optional, it simply says it is allowed to be zero characters. This doesn't say that the reason phrase should be abandoned in all instances. However, if we consider that it is optional, surely the best way to comply with the spec is for tomcat to allow the reason phrase to be optional.
