With Apache Stanbol we adopted the rule that

* Developers resolves an issue if work on it is completed
* Release manager close resolved issues as soon as they get released
(after the vote for a release passed)

The only exception are issues that do not get released (e.g. issues
about the Homepage, Integration Server ...) those should be closed
immediately.

Personally I do like this procedure as it is very easy (as a user) to
understand the current state

* open or reopened Issue: Not resolved yet. Maybe there is a patch or
workaround available
* resolved: I can use the SNAPSHOT version until the next release
* closed: Use a version >= the one mentioned in JIRA
