Thanks for you help.
1. `ROADMAP.md` seems ok if it doesn't have license header. Because we
added the file to the exclude list. I have asked it to our community
manager.
He is on vacation. Maybe it will be a period time before he answers
me. If it's not blocker, I can add it for next release if necessary.
2. The license details are required and they are copied from other projects.
