Seems like a good addition!

I have the same comment as John - it would be nice to have a bit more
detail. How will users access this API - on a peer? Will it be available
from a client, or maybe through JMX?

Is there any plan to make the existing Cache.createRegionFactory() API also
save the region to cluster configuration, or to deprecate that API in favor
of this one?
