I agree that there ought to be some kind of public API for administrative operations (e.g. create Region remembered/stored by Cluster Config), but when will there actually be substance to this proposed "public interface"? It would be helpful to have some high-level interfaces and domain types to review.
Additionally, it is too narrowly focused to think of this just in terms of cross-functional, product purposes (i.e. "*Queries for Lucene Index*" or "*storage for JDBC Connector*").
