Now that the paths and thus offloads are shared, is it worth creating
common OFFLOADS masks? I assume
IAVF_TX_VECTOR_CTX_OFFLOAD_OFFLOADS is an exact match for
ICE_TX_VECTOR_CTX_OFFLOAD_OFFLOADS
