Fixed by adding an "svn cleanup" before "svn up" in the startup
scripts for the 21branch and trunk (as you previously suggested IIRC).
Seems like the the update was locked longer than I originally expected [1].

For some reason svn up said
svn: Working copy '.' locked
svn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for
details)
and the update did not happen.
Running cleanup on every update shouldn't hurt, and should prevent
such problems.
