Fixed by adding an "svn cleanup" before "svn up" in the startup scripts for the 21branch and trunk (as you previously suggested IIRC).
For some reason svn up said svn: Working copy '.' lockedsvn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for details)
and the update did not happen.Running cleanup on every update shouldn't hurt, and should prevent such problems.
