Fair points on appropriate layer for tag propagation -- I think you're right,
it probably doesn't make sense to try to embed that "logic" into OMRS itself,
but rather leave it to the consumption-side to appropriately branch-out
(propagate) the tags as needed for their target consumption-audience.
