If you would like Mozilla Legal to look into the legality of making a particular code change in our products, then file a bug in Bugzilla (stick it in mozilla.org/Licensing to start) and I will make sure it ends up in the right place. :-) Be sure to include relevant technical information, upsides/downsides of making/not making the change, and any deadlines.
