A large amount of that. But not necessarily exclusively.
There is in what has been reported one fact that has merit to be
examined I think : It's the report that google's automated site
inspection tools demonstrate that CNNIC is involved, as an entity, in
the distribution of software that deliberately install itself on the
computer of user without their consent, using a security vulnerability.
