And telling NSS to look in a directory that will be shared by multiple
applications.  See bug 447868 for clues.

No.  The PSM team was giving 120% or more of its time during the last
months before FF3 released.  There simply weren't enough man hours.

Considering how little work is required, I opine that it would not have
