Well, the information gathering is only one of the steps (the first 
actually) which has to be performed by the NSS team. The information has 
to be evaluated carefully and most of the times requires additional 
inquires. Frank has to make a decision of to submit the CA in question 
to the public discussion. Needless to say that there isn't much point in 
submitting a CA for discussion if there are uncleared issues are flaws 
in their procedures.

But of course, the process could be and perhaps should be structured in 
the most efficient way. Cheers!
