Errrr...isn't that warning popup there for ages already? I guess the new 
indicator tries to avoid to have people simply clicking through, but 
actually do something with it (a decision). I guess, this is much in 
line with what you suggested as "secure", specially when comparing with 
SSH (Do you want to add this server permanently to your hosts list....or 
something similar it goes).

So the Mozilla list isn't the correct place for discussing this, but the 
short answer is all of the above you mentioned - your guess is pretty 
accurate.
