cert8.db was introduced in NSS 3.7 (See the NSS 3.7 Release Notes at
http://www.mozilla.org/projects/security/pki/nss/nss-3.7/nss-3.7-release-notes.html )

So you need to use NSS 3.6.x or older.  Looking at our download site
(https://ftp.mozilla.org/pub/mozilla.org/security/nss/releases/)
I think NSS 3.6.1 (NSS_3_6_1_RTM) is the best choice.  You also need
to download NSPR from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/
Use NSPR v4.2.2 or later.
