I'm in favor of this - it's what I meant to propose at the weekly meeting,
which I unfortunately had to miss.

Hopefully down the road we can also get Servo's cross-compilate targets (ARM32,
ARM64) into the Rust nightlies, at which point we could get out of the business
of producing compiler snapshots except in the hopefully-rare cases where we
need to cherry-pick a fix.

Most of our dependencies are tiny, and easy to rustup. Perhaps its time to
have them all track nightlies? Making small incremental PRs is smoother
than having to fix everything at once, and this might reduce our cycle time
for Servo rustups in general.

The only large and hard-to-rustup dep I can think of is html5ever, and it
already tracks nightlies.

Thoughts?
