http://www.graememcc.co.uk/m-cmerge/ is a tool that will automatically resolve bugs and set Target Milestone correctly for patches pushed to m-c. It's used by most of the people who regularly merge from inbound and other branches to m-c.
It still needs to be invoked explicitly by the person who lands/merges the patches, so it's not a fool-proof automatic solution. Just pointing it out for anyone following who doesn't know about this part of the process.
