If there is a Cairo OpenVG backend then we ought to be able to use that to get 
a crude performance measure. If we get decent perf improvement there, then it 
is probably worth us making an Azure backend. If not then it probably isn't 
worth the long term support overhead.

I imagine that having another hardware/drivers interface with our code could 
result in years of bugs which someone will have to fix. If we restrict to b2g 
and the vendor can fix them then that is great. If the perf wins are really 
dramatic it would be worth it, but this probably won't be a silver bullet.
