I implemented test-only modules. It was a real pain. I turned all trees
red at least once. It required massive amounts of coordination with
RelEng. I would very much like to see test-only components. But, I
personally don't want to go through the pain again.
Maybe test-only components would be easier. I dunno. I hope so.
