Maybe you build mozilla-central source tree instead of comm-central source tree? Or you are missing |ac_add_options --enable-application=mail| in your .mozconfig file to activate building Thunderbird? Or maybe the file is stored in the wrong location?
When you start the build there should be output about the mozconfig in the very first lines, e.g. in my case it shows
