Can't turn off wifi through settings

Bug description:
I am unable to turn off wi-fi through settings. But it works when turning of
through control panel.
In settings, when i click on wi-fi slider, the slider moves, but it doesn't
actually turns off the wifi.
I even tried re-installing the OS.
