For "open" that is now the case. For saves, it is not. From a quick
research, this looks to be used for files and not for directories, so
you may need to open a request against Gnome itself.

Steps to reproduce:
1. Installed firefox 53.0.3 from Ubuntu Xenial repositories.
2. Tried to Save Link As, or Open File (<Ctrl+O>), or download file.
Actual results:
GtkFileChooserDialog is opened without "Recently used" places zone.
Expected results:
For usability reasons Firefox should have GtkFileChooserDialog with "Recently
used" places enabled. See

User may want so save/open file to/from last used location.
