So I reviewed the impact on translations. The patch adds one
translatable string

++                    <property name="title"
translatable="yes">Disabling automatic suspend will result in higher
power consumption. It is recommended to keep automatic suspend
enabled.</property>

the string already exist upstream and is in Plucky, which means
launchpad knows about it/already has translations. Example for French

https://translations.launchpad.net/ubuntu/plucky/+source/gnome-control-
center/+pots/gnome-control-center-2.0/fr/1011/+translate

Since launchpad shares translations between series, Noble will get the
translations once the template is updated, which will happens when the upload
is accepted. It means we will get the translations in the next language pack
refresh / for 24.04.3

It's only a warning and not key to the use so I think it's fine if an
english string is displayed for those users until we get the langpacks
refreshed

** Description changed:

  [Impact]

  There is an EU directive, ErP Lot 6((EU) 2023/826) : https://eur-
  lex.europa.eu/eli/reg/2023/826/oj/eng

  It needs add a warning when disabling power management in Gnome settings
  such that there's a note on the power buttons that 'disabling sleep will
  increase energy consumption'

  https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/3353

  https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/3408
  https://gitlab.gnome.org/GNOME/gnome-control-center/-/merge_requests/3113

  [Test Plan]

   * Find a machine with 24.04
   * Check if there is a warning when disabling power management.

  [Where problems could occur]

   * This patch is picked from upstream, the patch add a warning label, so
- this adds a translatable string, we should also check that it shows up
- in the places that translators are looking so that it can *be*
- translated for the next point release.
+ this adds a translatable string. The string exists in plucky and has
+ upstream/downstream translations which will be available to Noble once
+ the package is accepted and then be back of the next langpack refresh
+ for 24.04.3
