Ok, I tried this and I am now running the laptop for about 2 days
(including putting it to sleep).

Only disabling those extensions did not help when I tried before.

Uninstalling those extensions prevents the unworkable behavior but I do
not think it solves the root cause.

At this moment I am seeing the following CPU usage in top:
* Xorg: about 25%
* gnome-shell: between 15% and 20%
* nautilus: between 15% and 20%

CPU usage keeps this high even during typing this comment. All other
processes are below 5%, most even less than 1%. This seems to be very
high for an almost idle system. Maybe this high CPU usage triggers a
problem with the swap file when the extensions are enabled?

Solution for the high CPU usage: closing Nautilus makes both Xorg and
gnome-shell to drop to normal levels.

Title:
  Dell XPS 13 9380 - Screen and input freezes / hangs temporarily

Status in gnome-shell package in Ubuntu:
  Incomplete

Bug description:
  I can confirm the issue described in Bug #1827791 is existent in
  Ubuntu 18.04 LTS as well.

  When I issue the command "sudo swapoff /swapfile" the issue never
  shows up. I always issue that command as the laptop otherwise is
  barely usable and I need to use it for work.
