  after ctrl+enter, down does not move the focus

Bug description:
  Binary package hint: epiphany

  In previous Epiphany versions you could do ctrl+l, then ctrl+enter to
  open a new tab, and after that you could press down to move the focus
  to the tab list, and down again to focus the page itself.

  Now it doesn't work, you can't move the focus from the toolbar unless
  you press Tab. Is it possible to revert to the old behaviour?
