Is this still an issue for you on a more recent Ubuntu release?  Say 14.04.

  Unable to set language to spellcheck in Draw

Status in “libreoffice” package in Ubuntu:

Bug description:
  When spellchecking I have the default language set up (italian). When
  cliking on the list in order to choose French language it seems it
  chooses Franche just for the current word and not for all the text.
