Ubuntu 12.10 is no longer supported, and even better this bug appears to
be fixed in Ubuntu 14.04's version of LibreOffice.

3) What is expected to happen is when one clicks Tools -> Spelling...
-> "More..." as per attached screenshot

it does something, which would be defined in built-in or online help.
4) What happens instead is that clicking "More..." doesn't do
anything.
The purpose of "More..." is not defined in LO built-in help, or at online
LibreOffice help:
