I can reproduce this when using dual monitors and the AMD catalyst (fglrx) drivers on my ATI Radeon HD 4770 card as well on my ATI Radeon HD 7550 card.
In Catalyst Control Center, instead of enabling "Multi display desktop with 2 displays," set it to "Single iDisplay Desktop (Multi-Desktop)" and enable Xinerama. Then the white screen will appear on the second monitor.
